Most hated is kind of hard, because the worst scenarios I've ever read are things where I don't remember the writer's name at all.

William Hamblin, Garnett Elliot, P Bongiovanni, Scott Haartman, and Laszlo Dozsa are the writers of the first scenarios that come to mind, but I had to look those up, they blessedly haven't had many things published.

I feel like that category is really biggest disappointment or most overrated.
