How do you make a setting that is made to be light hearted and low violence, low lethality into an interesting tabletop game?
As long as it's relatively low-stakes, you can design something light-hearted and low-violence.
By translating the mundane to extraordinary.
Having exploration, survival, and/or discovery as the overarching theme(s) of your campaign would be a good start. I don't really know what you meant when you said "light hearted", mainly because I don't think you can build an interesting campaign with slice-of-life as the theme; however, you can have light-hearted moments in any campaign if you take the time to set them up--and factor in the people who are playing with you when doing so.

It's going to be about exploration, survival and discovery, it's a bright post-apocalyptic setting, it might get more serious later in the levels, but for the early stages it would be less heavy.

It's everything to do with who you're running it for. You aren't going to have an enjoyable time if you run this for someone expecting hack and slash. At best they won't take it seriously.
The problem is most of the people who would find this interesting are people who smell their own farts. You'd have to curate your players to the point I'd be surprised if you could find any.

Eh, low stakes combat that is fun mechanically is totally a niche. You could run a Megaman Battle Network campaign without anything important actually being at stake the entire time, just busting viruses and net battling weirdos who try to spam futa porn on your favorite messageboard.
