How big does a campaign area need to be?
"We're going to do a game about fantasy Celts", done. Sure there may be other peoples out there and may even show up in the campaign, but it's almost better if they aren't detailed.
Kingdoms don't need to be huge, sprawling areas, especially in earlier Tech Levels, a town and a few villages is fine.
