Then read it.
Basic Set + High-Tech + Tactical Shooting is what you want.

Basic Set is just the basic rules, High-Tech adds a few new rules and just generally expands on the modern equipment (it's basically tables of guns and paragraphs about them), and Tactical Shooting is exactly what it sounds like.

Traveller would work very well. Handles gunplay excellently, and handles radiation and diseases / chemicals. Also has rules for inventing monsters.

All you would need is to DM some anomalies and you have a stalker game.

There are also 3 Stalker RPGs I can think of (and will post)
