We have a few "nerdy stuff" stores in Brazil that sell rulebooks in portuguese, but you will find only really popular stuff in those and they're expensive as fuck.
I strongly recommend buying your books ( and everything else you need, too ) online or just pirating.

Now, cardgames and boardgames are very common and accessible, at least in São Paulo.
