You could avoid such issues if you say they can't produce offspring. Its like when a horse and a donkey produce a mule.
Of course having a female half elf with high charisma without worrying about getting pregnant will be hell of a ride into magical realm.

I think, if a elf and half-elf make out, the offspring should be a elf, maybe with some tougher stature than other elves, but nonetheless a elf. Same goes for human.

I want quarter elf as a playable race.

I'd rule that if the half-elf's parents were a human and an elf, the child of the half-elf/elf couple still counts as a half-elf, but if the half-elf's parents were themselves a half-elf/elf couple, the kid is an elf for all intents and purposes. Same sort of thing on the human side.

I would play it off as "half-elf" lasts through two generations.

>half-elf x human = half-elf-h, counts as half-elf with more human features
>half-elf-h x human = human-e, counts as human with miniscule elven features

>half-elf x elf = half-elf-e, counts as half-elf with more elven features
>half-elf-e x elf = elf-h, counts as elf with miniscule human features

for the sake of argument, going in the opposite direction (half-elf-h x elf) will just give you a normal half-elf (half-elf-prime), otherwise it gets too convoluted. as if it wasn't already.

Half-elf doesn't necessarily mean 50% elf, it just means you have enough elf in you to override whatever else you have, but not enough to be a full elf.
