Check out Friday Night Firefight from Cyberpunk 2020. Most rounds of combat end within a matter of five turns at most, and people go down movie style quick.

It is really high damage and high risk to players characters though, so keep that in mind.

I'm mostly looking for something with an "action-y" feel to it, so something that doesn't require tonne of rules and rolls, which doesn't mean it has to be oversimplified. As stated before, I'm leaning more towards a cinematic feel, but will gladly look into more realistic options as well, I'm currently checking out the previous suggestions. As for a specific genre, I'm planning to run a campaign with players as street criminals in modern setting, unfortunately I couldn't find any non-joke systems specifically for that, but anything with guns and vehicles should be fairly easy to adapt. Something like GTA, but not so over the top.

Definitely GURPS, then. Just pick up the Action series (you can skip 3 if you don't want martial artists) and play with the templates (Specialists gives you more "down to earth" characters, while Heroes gives you, well, heroes). Action 2 has literally all of the rules you need.

All right, thanks for suggestions everybody. I'm going to check up GURPS first, since it's the system I wanted to give another shot for some time anyway, and if I decide it's not exactly what I'm looking for I'm going to try the other ones.
