Well a legionare is shit out of formation the phalanx fight fits thematically beside reach weapons.

I would do a switch hitter whith some pilum and shield bashing.

Ignore people saying to use fighter, fighters are shit in pathfinder. If you want to be a legionary use a ranger, use the skirmisher archetype if your friend wants to be 100% nonmagical and the freebooter archetype if he wants to be an officer and give bonuses to his allies for doing what he says.

Even str and dex for switch hitting, start the fight with a volley of javelins and pila then quickdraw his gladius for melee.

The gladius and pilum are already statted out in the pfsrd and the artwork for an agile breastplate is pretty clearly lorica segmentata.

Slayer.

Are we assuming level 1?

Human fighter. Ordinarily, human fighters are pretty weak but the advantage here is that this is a tower-shield user. If you go with Slayer or Ranger or something, that means dumping your one feat in Tower Shield Proficiency.

First some notes on tower shields:
>In most situations, a tower shield provides the indicated shield bonus to your Armor Class. As a standard action, however, you can use a tower shield to grant you total cover until the beginning of your next turn. When using a tower shield in this way, you must choose one edge of your space. That edge is treated as a solid wall for attacks targeting you only. You gain total cover for attacks that pass through this edge and no cover for attacks that do not pass through this edge (see Combat). The shield does not, however, provide cover against targeted spells; a spellcaster can cast a spell on you by targeting the shield you are holding. You cannot bash with a tower shield, nor can you use your shield hand for anything else.
This is very useful. Some results of this wording:
>You can still make AoOs and threaten the area area around you even with a tower shield between you and the enemy. If they try to move around, they'll provoke AoOs.
>You can approach or move away from enemies without provoking AoOs while a tower shield is up
>Enemies can't really target you if you wall yourself in a door or something
>Non-targeted spells bounce off the shield. This includes most AoEs

A quick build...

At least 14 Dex, good strength, and a Tower Shield. Give the character good medium armor (At least Chainmail for +6 AC,) and the standard Legionnaire equipment... Javelins or shortspears, gladius, etc.

Give them the feats Shield Focus and Mobile Bulwark Style. If you use traits, give them Defender of the Society. With that they should have 24 AC at level 1, or 19 if not using a shield.

The AC is important, since at level 1 you're almost unhittable, but the real point here is to get Mobile Bulwark. Mobile Bulwark allows you to plant your shield as a move action instead of a standard. This means you can attack from behind a wall almost all the time and abuse the hell out of tower shield rules.

As a human fighter, you have one additional feat. Some options.
- Opening Volley gives +4 to-hit on your next melee attack if you successfully strike with a ranged attack, which is very good for a legionnaire's flavour and helps mitigate your low attack rolls.

- Combat Reflexes. If you're in melee, you'll almost always be provoking an AoO as enemies have to move around your shield. You only get one AoO per enemy moving around your shield, though

- Improved Initiative. Being able to act sooner rather than later is a very good thing for a meat wall to have

- Weapon Focus. Mitigates your attack penalty and opens Weapon Specialization later.

- Quick Draw. Great for versatility and if you're throwing a lot of weapons.

Here's the issue with using tower shield stats to represent a legionary's scutum, the Roman scutum is used heavily for shield bashing and paizo continues 3.5's choice to think that a 4 foot shield can't be an effective weapon in and of itself.
