What kinds of games can I use for a modern fantasy game? I don't really like WoD's lore or the heavy demarcation between splats, and Shadowrun can't really be divorced from the near future. Is there a good setting and system for modern fantasy I can use?
Depending on how weird you like your stuff, Unknown Armies is pretty good.
Use WoD but don't use the lore you don't like. Seriously its not like you have to follow what the book says. If this still proves difficult you're clearly looking at oWoD, so move to nWoD or CoD as its called these days.
Nightbane or ninja and super spies.
Both can do magic/psi/tech combo with out going to far foward or too far back in time

Yeah, the system for nWoD/CoD is pretty good, I just don't know if I can devise a way to separate the lore from the superpowers. I mean, without their super specific version of vampires/werewolves/mages etc. informing the design decisions there's no good reason for tons of the oddities of the character systems. And I suppose I could do what I do in Star Wars, which is just ignore the stuff I think is stupid.

If you're going with TSW, might as well go with Call of Cthulhu. If not, there's always GURPS.

Honestly I'd be super happy to have a TSW tabletop RPG. I like the setting, the reason I think it's shit is the fact that everything feels even worse than your average WoW style MMO where all combat feels like ice skating and throwing fireworks.

Well, you can do it with WoD. They can be Hunters with some of the other "weak" splats, like Thaumaturges, Psychics, and so on.
Or you can give them their own powers.
This seems to be one of the few situations where GURPS is the most applicable system
