Not all Eldar agree on that. Many see Chaos and especially Slaanesh as the most pressing threat. Some just want to be left alone. It's probably only Biel-Tan that really goes "purge the mon'keigh". Though if Slaanesh would be finished a lot more Eldar would take heart and they would not need to hold back or have to tortue to survive but maybe still do it for fun Yes, the Imperium is much bigger but it's also fighting shit on all fronts. First off, the Eldar have fucking TRIED diplomacy with humans, but it never fucking works because humans are indoctrinated into hating all non human species and always ends up like picture related.
Secondly, the sole reason the Eldar even fucking bother with diplomacy or co-operation with humans when they do, or in most cases, just manipulate them, is because THEY CANNOT WIPE OUT HUMANITY DUE TO THEIR SORRY STATE as basically the 1% of their species that survived the fall.
If the Eldar could, they would eradicate humanity down to the last fucking child. During the height of their rule, they lorded over the galaxy as it's unopposed masters, and had nothing that could oppose them anywhere. Humans lived in their shadow, and would have continued to do so, had the fall not happened. The modern Eldar bitterly remember how humanity rose from the ashes of their empire, and would they ever gain the means to both wipe out mankind, defeat chaos, and rise to their prominence once again, they would do it without question. Human life has zero value to CWE, and the only value it has for Dark Eldar is as enslaved cattle.
Thirdly, any human-Eldar alliance would strengthen the Imperium far more than it would strengthen the Eldar. One of the reasons why the Eldar can operate so well in the galaxy because they can use the Imperium as a blunt tool for their problems via manipulation, and while also attacking it when it serves their interests. If they were allies, the Eldar could do neither of these things. The Eldar gain far more from being enemies that occasionally maybe work together with humans, than being actual allies of humans.

What do you have to oppose this lore, that has been established since the very first Eldar codexes?

If humanity could not threaten the Pre-fall Eldar, they defacto lived under the shadow of the pre-fall Eldar.
They were not peers, or equals in any way.

I do think that GW should expand upon the lore of the Pre-fall Eldar, and give us some glimpses of what they were truly like, and what their actual military technology was like. Keep in mind that none of the modern eldar groups descend from the factions that would have actually held control over much of the military infrastructure of the Pre-fall Eldar. The Dark Eldar are descendants of aristocrats who survived in their hidden pleasure mansions, with maybe a bunch of recreational bazookas, the Craftworlders descend from the Eldar equivalent of doomsday prepping truckers, the Harlequins from a bunch of circus clowns, and the Exodites from the fucking amish equivalents of the Eldar.
Logically thinking, it is hard to see how any of them could have had access to the actual warmachines the Eldar Empire used to subdue the galaxy under their rule, and exploring that aspect of the Eldar race could be pretty interesting.

The Fireheart, the device the Dark Eldar give to the CWE in the novel Valedor, could be one example of actual pre fall Eldar weaponry, as it is a device that can blow up a fucking planet with just a psychic command.

The problem is that Guilliman wasn't considering the scale of galactic warfare when he wrote it. Downsizing the number of Space Marines a chapter can have cripples their effectiveness. The Space Marines can't be everywhere at once, and where they can be they can't do everything alone.

40k is HFY. It is literally a setting in which even though everything is against humanity, humanity still has the best armies, soldiers, warriors, psykers, leaders and still owns most of the galaxy. 40k is the most HFY primary fictional work you'll encounter.

It's the exact opposite. It's HFN.

Humanity has fallen to its lowest possible level. The vast majority of its population suffer in abject squalor, feeding an ever-hungering military police state that wages constant, poinless wars based on xenophobia and religious fervour. Its people are ignorant and fearful, so much so that they succumb to the temptations of Quadruple Satan on a regular basis.

The Imperium is a horrific, bureaucratic nightmare that is crumbling from within and without, its leaders too distant and self-interested to care while its population are kept too ignorant to notice. The only means by which this empire can sustain itself from the weight of its own idiocy is by subjecting its children to invasive genetic manipulation and brainwashing that turns them into something in truth altogether distinct from mankind.

40K is absolutely not HFY. It's about humans succumbing to all their basic fears and failings.
