Alignment isn't decided by 2 or 3 actions, it implies a general behavior or approach to life.

That chart is bad.
Alignment is fine for a setting where
1) there are defined forces of good and evil (gods and devils, for example), and...
2) where the universe has a plan/set path (lawful) while something (magic, "the outsiders") can cause this plan to diverge (chaotic).
Why is alignment necessary for these settings? Because they describe how effects from one of these forces will affect your character.
