Describe the air as sweet and everything looking almost pink. This is, of course, because of all the drugs being pumped through the air.

Whoever's in charge really likes cute things and they've got way more power than they really should but a whole lot less morality.

Cuteness is enforced, not optional. Everybody is forced to be cute and act like they're having fun whether they want to or not. Nanomachines shape everybody into cute boys and girls, every morning there's a mandatory J-pop dance routine which is treated like singing the national anthem would be in a totalitarian state. That sort of thing.

To encourage cuteness, the government pardons some of your crimes based on how cute you are, so the cutest people tend to be psycopaths that go maximum overcute for the sake of literally getting away with murder.

Obviously, everybody who directly serves the government is extra cute, the police force and military which carry out this mad dictator's will could not be cuter as the commit crimes against humanity and oppress anybody who doesn't want to be cute.

I like the start of this idea. Someone who has dominated every aspect of society like a tyrant, and stained it in their desires, a world of cuteness and sweetness, everyone is forced to kowtow to the regime of cute, and despite how happy and sweet everything is on the surface, it's a living hell. The whole "turning people into cute girls and boys" and "people pardoned for being cute" is however where the idea goes wrong. The people in such a society should not be altered, or else it stops the suffering, since everyone is cute, then theres no non-cutes who are suffering. So the first idea cancels the second idea out.

Also I feel it should be less about the people being cute, and more about the society being cute, the ruler doesn't care about her/his subjects being cuties, just that his world is cute, and since the people are not cute, it permits the ruler to not give a shit about them, thus despite the society looking bright, colorful and cheery on the surface, there are no human rights, no dignity for people, the only kindness they get is that theres a semblance of a society to survive in.

That's why I couldn't take BNW seriously. There's literally only one character getting a bad end. All others end up happy. Deltas and Epsilons are too dumb to realize they're exploited. Gammas and Betas are always, always on drugs, and it makes them unable to realize what's going on. Non-engineered people are all put together in self-sustaining communities. Same for dissenters.
In a fucked-up way, everything works perfectly. It's fucked up because it's different from the world we live in, but if you try to adopt the point of view of someone living in that world, there is no real problem. Happy with how the world works? Fine. Not happy? You're sent to a place where people think like you and you are free to live however you want.
To me like to most people who read it, it was awful. But at the same time it works perfectly. I'd even say it works too well: when I read it I couldn't believe in a system that had no weakpoint. The only weakpoint definitely eliminates itself at the end of the book, and he is literally the only character significantly suffering from how things work.

Perspective is key. Watch Kemono Friends to see an example. A lot of times dystopian future goes out its way to paint the picture so we know its a dystopia. You could paint our current world as dysptopic if you focused on certain key elements, but that doesn't mean there isn't anything cute or fun.

There was a scenario published back in White Dwarf (in the ooooold days obviously) where you had to protect a Clone Day cake for Friend Computer.
