What you have to understand is that in the US, the cops are usually just the drinking buddies of whoever is in charge, with a donut in one hand and a gun in the other.

Best case scenario, US cops have half a year of training, and there are no fucking standards. In Sweden, on the other hand (another country with vague laws and a lot of freedom for police), becoming a police officer requires a three year college degree, with high fitness requirements and constant psych evaluation.
