If we assume a base line of PL10, most of the heroes should be good with room to spare. so I would say PL8 going up to 10 for third year students and up to about 15 for All-Might and All-For-One.
But as most of the setting relies on smart uses rather than raw power, anything from 8-12 should be good.

There's a supplement for 2ed M&M about heroes in high school. It even includes rules for stuff like pushing past your established limits when the situation is particularly extreme, perfect for Deku's 10 million percent punch.
