Mix Stellaris/Total War/Dawn of War.

Essentially you get the whole galaxy.
You pick a faction, (One of the marine chapters, gaurd regiment, admech, various xenos factions or chaos legions or warbands).
Start in your factions main area of operation - and go kick some ass. Use your allies to help you destroy your enemies. Victory is based on objectives (hold these specific planets if you are faction X, and destroy this/these factions to win)
Naval battles can be played like Stellaris/Endless
Or you can take direct control of ground forces as they attack a planet. Map is procedurally generated most times like TW - while cities may look uniqure. Real-time RTS control when in battles.
Turn based when in galaxy map?

idk im just listing what i'd love to see. Hoping that Total Wars WArhammer trilogy includes 40k

Easy, actually.

Start off slow. Limited area, expand outwards. As it gets bigger, more things can become automated.

Soon enough, you're doing what the major leaders do and that's approving the biggest military charges. You can even have a standard of what planets build up, allowing for fully automated colonization, defense, and structure building.

However, your progress would slow and warp storms would heavily destabilize you. A mechanic for technology lowering on planets if cut off would need to be added. Get too stagnate and experience too many cut-offs, and you can regress.
