What forms of interstellar government could work in a space opera setting with FTL travel, FTL communication working via messenger ships, and the only important resource that can't just be replicated being FTL fuel?

would it take a day to travel between solar systems or a year? if it took a long time to communicate between two systems then it would be difficult to maintain a single government.
perhaps governments would take the form of huge nomadic fleets.

If you want a large scale government with FTL communication needing messenger ships, >>52368917 has it right, a la Traveller.
On a smaller scale, you could have a representative democratic government, with each system electing a representative to represent them in a central legislature.
If FTL fuel is like Dune's Spice (it's either only produced in one place or it's production is carefully controlled), you'd have more centralised feudalism. Or something like Republican Rome's governors

That just means communication and logistics travel at the same pace and literally everything depends on rarity of fuel and how much faster FTL is.

This is really the critical function. Up to a few months' travel end to end and you could essentially have the US as it existed up through the 1820s or so, but In Space. Up to 1-2 years' travel end to end and you can have Space Rome. Much more than that and feudalism is the order of the day.

Depends on how the fuel is made. I think you could have an interesting setting with a spasmodically expanding empire that rushes outwards every time it finds another fuel source, then slows, sputters and becomes more desperate. The government overturning when a stockpile or new source is discovered.the secret government just controlling the scarcity to direct human expansion over the ages
