So this was ok, certainly better than most Black Library material. But a few notes:
Why doesn't Black Library just make their own stories? If they're not going to adapt the stories told in the codex, why not just make their own since that's what they're basically doing anyway. This one was particularly bad in that regard: aside from the name "Hollow Worlds", and the forces involved, this story has literally nothing in common with the associated fluff entry.

Well, the whole purpose of the Space Marine Battles series is to turn codex footnotes into actual stories (YMMV on success).
They seem more tied to existing stuff at present, but they've never shied away from inventing things. Eisenhorn, Gaunt's, all that jazz. ADB is working on some Emperor's Spears stuff, and Robbie Macniven is writing some new White Scars material for his next book, so plenty of new ship on the way, too.

To be honest, while I said it was particularly bad in that regard I didn't mind. The Hollow Worlds presented in the book were far more interesting a setting than the one described in the codex. One of the very few cases where I think Black Library retconned something for the better. So it's not a complaint in this case like I said, just a note.
How are the Red Corsair bits? I have a soft spot in my heart for the Tyrant of Badab

They were alright, I think I enjoyed the bits with the Inquisitor more. Though it also had what seemed to me to be another (less forgivable) BL inconsistency in that it frequently alludes to the Red Corsairs declining in numbers and needing to be careful with their strategy lest their warband goes extinct.
How well does it handle the action segments? Is it eye-rolling bolter-porn or actually engaging?
Also, if you've read it, how does it compare to The Gildar Rift as far as Corsairs go?

It's pretty much par for the course bolter porn. As usual, the highlight of the story was the larger meta plot and human-marine interaction. I really wanted to know more about the Hollow Worlds, which, like I said, was a pretty interesting setting.
It's been years since I read Gillard Rift, so I couldn't give you a good assessment in that regard.

Don't forget the whole Normal human- inquisitor interaction. First book since Ravenor that really captured how ordinary people see inquisitors during a warzone. (Not counting caiphas Cain since Amberly is never reacted to as a proper inquisitor, always with confusion or accpetance.)

Nope. It was, back in its early-mid 2000s golden age when it was putting out stuff like Eisenhorn.
But the 2010s have brought us mostly books based off of codex entries except they find the central fact of the entry and do the opposite. Or they use central named characters like Abbadon or Dante and there's no suspense because you know these characters have invulnerable plot armor.
Main characters used to be a common occurance in BL. Back when the setting was good.
Who knows, the time may come when it's good again.
