In exchange, I can adopt the firstborn son of the dragon and my daughter, have him legitimized as *my* progeny, and proclaim him my heir, myself having no legitimate sons.

Having a half-dragon sorcerous grandchild that I can personally raise to become a proper ruler seems far better than allowing my sister's grandson to ascend the throne, and allows me to save face compared to legitimizing a bastard born of the indiscretions of my youth.

Ass. 1: Dragons are naturally powerful, cunning, and at least have the "potential" to easily take over a petty kingdom with that power and savvy.

Ass. 2: In most settings, they can breed with mortals, and their off-spring are objectively superior to mortal-mortal babies.

Ass. 3: Dragons are relatively predictable; entire books have been written about how all Blues collect magic, every Copper is a wannabe stand-up comedian, etc... and any dragon that makes itself known to have significant enough ambition to marry a princess will most likely already be famous enough to have any idiosyncrasies well known and published.

That is still an advanced pre-industrial society which does not object to a female monarch inheriting the throne, or even seizing one by an armed coup. And fantasy settings usually aren't strictly medieval, so it's not implied by context.
There is also the fact that Russia was not among the most progressive nations, so the gap between the Middle ages and 18th century is not as huge as it seems.
I would like to hear why exactly absolute primogeniture is possible in 18th century, but not earlier, though.

How many children do I have?
Is my daughter okay with marrying the dragon?
Can dragons and humans interbreed? Is this dragon particularly knowledgeable in arcane secrets, occult wisdom or hidden knowledge? Things that could kick start a supernatural heritage in my kingdom, basically. If she's after my heir? Then yeah. Definitely. Since she's unlikely to be killed, but ultimately loyal to her children, she'd do all sorts of things to protect them, while imparting as much supernatural aid as she possibly can to them throughout the generations.

Since she came to me for approval, then she follows standard patriarchal concepts and thus would be highly unlikely to try and usurp the throne.

At that point, all I have to do is make sure my descendants aren't warped by her morals, which is vaguely easy to do as long as I insist on them being educated in kingly customs.

If the boy isn't my heir, then I make sure to extract a number of promises from the dragon regarding the throne and then grant them a small patch of land near the border of my kingdom while granting high titles and honors. The one that is normally constantly attacked. A generation of peace on a front is just barely not worth it, so if I luck out and the dragon-blooded lineage is okay not taking over, then it's fine.
