Similar to Pot of Greed, the issue isn't necessarily absolute power, but universal utility. The card provides an advantage for every deck for a very small downside that with modern support is mostly meaningless. With the exception of stall decks and very specifically built decks that already scrape against the card limit, there's no deck in the game that wouldn't benefit from having a few Graceful Charity's dropped in.

That's because flip effects are completely different than flip summons you numbskull.
FLIP: means that whenever it's flipped face up. Can be through effect, battle, flip summon, ect.

Flip Summon is what you do during your main phase only and it's turning a set card face up. Flipping through battle is not a flip summon. Flipping through book of taiyou is not a flip summon, ect.

The idea was to use cards like Luster Pendulum, Wavering Eyes, or Pendulum Sorcerer on your Plushfires to bring out your other Performages like Trick Clown or pic related. Then proceed to make any powerful Rank 4 of your choice like Lavalval Chain, Ptolemeaus, or ShockMaster in the OCG.
Most of the effects in the deck aren't once per turn so its extremely easy to abuse the floating effect of Plushfire and friends to make extremely powerful fields or tear apart whatever field your opponent would make provided you weren't already floodgated by something. Ironically enough despite having access to the pendulum summon, it was able to consistent enough pull off all of its shenanigans without it.
The Performapal and Draco sides of the deck also gave it incredible consistency with cards like Monkeyboard, Guitartle, Lizardraw, and Draco-Face Off.
All this made PePe one of if not the strongest deck in this games history. It was the first deck in a long time to require the need of a emergency banlist.

It doesn't destroy the trap card, it just "sends" it to the graveyard to summon itself. The sending is part of its summoning condition.
You cant summon it whenever you get rid of a face up trap card by any means. It must be through its own summoning condition. Think like Black Luster Soldier - Envoy of the Beginning requiring banishing a light and dark from the grave. It's summon also does not start a chain just like BLS.
It can only be summoned from the hand, and not from deck or grave.

Ok so I'm on YGOPRO and I'm trying to Synchro summon Beezle King Of Dark Dragon.
He's an 8 star monster and requires 1 Dark Tuner and 1 non Tuner monster but when I had Witch Of The Black Rose a 4 star Dark Tuner and Dwarf Star Dragon Planter a 4 star non Tuner on the field I still couldn't summon it.
What am I doing wrong?

I really think that Royal Magical Library style FTKs didn't need either tempest magician or Jackpot 7, since you could kill any opponent by hitting with life equalizer, wall of revealing light and Magical Explosion. There are situations where that doesn't work, but if it's an FTK it usually doesn't matter. How you do it isn't really important though, getting the cards you need to go off and actually doing so was more important than your win condition.
