Guilliman at the moment is a rallying point for whats left of the Imperium and the only one skilled enough in statescraft to actually do anything. Malal seeks only to destroy and create malice on the world, but its demons come in the form of the Emperor's light. This odd mix of psychic energies makes many think Malal to be less devilish than he actually is, and the Imperium argues that Malal could be MORE chaotic. Warp war ensues.
