Its idiots misunderstanding how the various human mixes happen. Planetouched, tieflings, and aasimar are all the result of otherworldly entities who can pass on their essence to any living creature. Dragons are the same because they are super magical. Fey are fey and thus can do this too. In addition, many of the half races aren't actually descended from the mixing of two people, but are the result of ambient magical effects in the environment, like a powerful fire based artifact may cause pregnant women nearby to have Ifrits/fire genasi type children.

Half elves are a mix between humans and a fey/angel descended race.
Half orcs are a mix because unknown reasons, but possibly because they were once elves too (aka Tolkien did it, and he did).

Other than that, other half human breeds are based on shitty third party splats.

Mul are a very setting specific race that are rather shit anyway.

So the answer is basically that humans will fuck anything, but that doesn't mean it will have children.

From various settings:
Human are hardwired for survival. Adapt or die kinda thing. Dwarves are hardy, elves fast, dragons dominance.
But humans, they can adapt to anything. Thus the interbreeding.
