Depends. If a chapter is temporarily withdrawn from the field and has a wide recruitment pool they'd be able to recover much faster. If they are still in the field, the reduced strength means they'll be taking more casualties than normally, thus recovering much slower.

The new game is also in 42K. They have time to rebuild.

Depends on whether you take the Codex Astartes literally.

Presumably there's a relatively high failure rate for gene-seed implantation - you don't take 100 implantations and get 100 marines - so any sane Chapter is going to over-produce to try and play the known odds of survival in order to keep up to strength (the Raven Guard and Salamanders, ironically, might not understand this).

So long as you don't have vast numbers of marines kicking about you're probably never even going to get noticed by the Inquisition - and the older or more successfully active a Chapter is at defending the Imperium, the less shit it's going to get from Inquisitors anyway.

So you might end up with 1000 active marines and a war in which, knowing the enemy and the situation, you know you'll take 40% casualties; if your failure rate of gene-seed is 50%, and you're going to need 400 replacement marines, that's 800 recruits you need. In addition you're going to have basically 4 scout companies for a decade, but nobody's going to seriously care about that, or you could stagger it if you're worried so they come in tranches a few years apart (basically however long your scouts usually take to graduate).

But if you didn't take 400 casualties, you might end up over-strength to a significant degree; in which case, you just start dumping your active marines into more wars, because that's the best way to maintain the balance (and it's what you're for, anyway). By the time your scouts graduate, you're back to Codex.
