In either of those scenarios the leader should be a spell-caster.

Ogre-mage and brigands, beholder and fascist soldiery (Zhentarim springs to mind), mind flayer and duergar captains leading orc slaves.

On the other side you could have a corrupted druid leading a pack of diseased wolves, mongrelfolk, or owlbears. Or sun priest with a cloud of fire and air elementals. Put a bard in front of a pack of satyrs, nymphs, fauns and other fey weirdos.

But to answer your question I prefer humans led by a creature.

Monsters have some fucked up abilities, but if there are mages, they're better than any monster.
