No, you can get it up to 15 with raw pointbuy, and then you can get 17 with racial modifiers.

As a Pathfinder power gamer, I would take the restrictions as a challenge and attempt to work within them.
Power without cost is boring, I find min maxing far more entertaining when I am bound by rules.

With that being said, he could've always tried 3d6 in order or 4d6, drop the lowest one if he wanted an 18-20 starting out.

Rolling for stats only worked when you only got a modifier at 16+. In modern D&D where every you can get a +1 modifier as low as 12, and the game is balanced around the player having these higher modifiers, a bad roll for stats can be the difference between keeping up and lagging behind.
With that being said, 4e and 5e did kinda address this issue but you're still better off shooting for 16-20 at least when it comes your primary stats.

I've made five or six characterS with roll 4d6, apply where you please, and it works just fine. I don't understand people who hate rolling so much.
