The Norks still have a population of 24 million or more. That's a lot of people when compared with what the other nations probably have available.
Their standing army has at least one million.

The biggest problem they'll face will be lack of oil. Whatever stockpiles they have would either need to be held in reserve or used to launch a major offensive to secure such resources.

Given their tendency to bluff and bluster they'll probably try to make a show of force to the others early on in the hopes of convincing nearby countries to surrender or ally with them. Negotiations would buy time for them to explore or kidnap people to gain information.

An interesting question is what The Valar do when the Koreans try to launch a satellite.
