Check out Valor, I only recently discovered it myself.
You can find it in the PDF share document it's pretty great.

Once you get it working? Excellent system. But the barrier to entry is a total bitch.

Exalted has a pretty good ruleset in 3e, Anima is a terrible D20 system, Legends of the Wulin has some very strange cinematic ruleset which manage to be weird but usable, Legend is cool, and Marvel Heroic Roleplaying is okay.
