People have been making up their own formats as long as formats have existed as a concept.
This one is unusually dumb though. Who cares if you take Standard and add a handful of irrelevant Duel Deck cards to it? Only thing that might shake up things a little bit is Con2, but no way it's different enough from Standard to be worth existing.

The Grixis Emerge deck would get pretty strong too with Dread Return and Gravecrawler.

Show & Telling in a Newdrazi isn't anywhere near as powerful as S&T-ing in a OG Emrakul, Griselbrand, or Omni.
