Pathfinder system as a whole is perfect for torture.

If you're sane, any Pathfinder Spell will do. The fact that a spell like Matchmaker exists is enough to eat at anyone. Of course no one sane plays PF, so...

The spell Grease, when used with an acid vial as a material component, deals 1 dmg/round to creatures touching effected surfaces. It lasts 1min/level. If the creature is about to die just use a CLW Wand.

Many cantrips are pretty useful here. Create Water for Waterboading and probably a lot of shenanigans with classics like mage hand and prestidigiation.
There's a few spells like admonishing ray which specifically inflict nonlethal damage and give bonuses to intimidate (for both divine and arcane casters). Any summon monster to create the lowest monsters possible can also be useful, because you can get rats/cats/dogs/whatever to nibble at your victim.
At level 3 you have Blindness/Deafness and Bestow Curse (which even says you can get quite creative).
Create a stinking cloud and keep someone chained in it for the full duration. This will be a terrible experience (nauseated is an awful condition)
Level 4 and 5 spells can do quite a lot of really terrible things, transmutation and necromancy spells shine here.
But really, there's no limit, especially if you have an neutral/evil cleric who wants to get creative. His god will give him anything
At 11th level it is possible to have found a ring of regeneration (but not likely). Just put the ring on the prisoner and use cantrips (1d3 of either Acid, cold, or electricity damage) every round.

Whichever spell posts neat monster pictures sized for ants.

now give it googly eyes!
A dragon shaman with the vigor aura can keep a tortured prisoner alive for as long as they desire. Pretty sure someone has made a conversion to Pathfinder for it.
