Unfortunately, the RAW indicates that the value of a lich's phylactery is set by an Appraise check made in a vacuum by a spherical cow with +20 to the roll.
Otherwise you get the "I make my phylactery a grain of sand" or "I make my phylactery the tune of Camptown Races" players.
