The Emperor can't be a heretic. You have to believe in a god (or in yourself if you thought you were a god (which he didn't.) to be a heretic.
The Emperor never wanted to be worshipped. Let alone as a god. He wanted humanity to be inspire by his example and to believe in him being a great leader and the saviour of their race. But he never wanted to be seen as anything even resembling a god.

So anyone who does worship him as god is doing so against the Emperors wishes. So that doesn't make people who worship him heretics. It just makes them fools and will only earn them the scorn of the Emperor. Just look what happened to the Word Bearers.

He is a god, dude. He can literally communicate across space and time with his mind, all while powering a gigantic psychic lighthouse visible halfway across the galaxy with, again, only his mind. He can also solo any one single Chaos God, and the fact that the Chaos Gods know this is why they are so willing to put aside their differences and work together to destroy him.

It's also crucial to understand that worshipping the Emperor will literally bestow the Emperors protection and blessings on you, and can actually banish Daemons in its own right if your faith is strong enough.

He is de facto a god, in every practical sense of the term.
