I want to do a fantasy-ish not!Dinotopia game. What system should I use?

Honestly, you could probably use anything. Most fantasy settings have stats for dinosaurs or something like them. And if not, it's not like they have a lot going on ability wise.
What's the rest of the setting like? Is there magic? Multiple races? Can players be dinosaurs?

Maybe check out Shadow of The Demon Lord. It's built for dark fantasy, but it's a simple enough system that you could cut it out and not really affect anything. There is magic, but it's not super powerful in most cases, and again, curtailing it doesn't change too much. It's also really lethal, so there's that to consider.
It's a cliche, but yeah, GURPS exists for exactly this purpose. Shit, there might even be a Dinotopia book. There's a Diskworld book, so I guess anything's possible.
I haven't played it myself, maybe I'm just being influenced by a friend, but I feel that FATE could handle Dinotopia pretty well.

So, you should be able to use 5e without much trouble.
If you wanted to go low magic in 5e I'd suggest scrubbing out bardric spell-casting, caster kits for other classes like fighter/thief. Disallow wizards and sorcerers in favor of warlocks, or maybe limit sorcerers to bloodline spells only. Allow clerics, druids, paladins limited spellcasting through access only to domain/circle/oath spells.
Hell you could always just cap character levels at 5 or 10 and use the slow experience progression rate, or double it.
tl;dr there's no reason to go full skub on your group with GURPS especially if you don't already have experience with it.

For ritual magic,if you're thinking of d20,check the Unearthed Arcana setting. Haven't used it myself,but I've been told it can be pretty good
