What's a good system for meaty hand-to-hand combat in the vein of Sleeping Dogs without being 100% combat centric? I'm looking to run a gangland drama in the same sort of style as Hong Kong action movies from the 80's, but give the players more options than just 'punch your way out of it'.
Hardmode: Decent grappling rules.

IMO one of the best systems for modern games where you want flexibility. Shooting rules are fantastic, injury rules are gritty yet fair and allow for heroic moments and tension, grappling rules are my personal fav part of the system.
