You've got to have these places unless your setting has 40k levels of cartoon racism.

My setting is built around them. It's based off the weird mingling of Irish, Welsh, Norse and Anglo-Saxon cultures and politics that arose from the Irish Sea trade during the Viking Age.

Questions of identity are loads of fun.

Most major countries in my setting are ultra isolationists in a bid to keep the shaky peace from descending into complete chaos.

Because of this there exist micronations dedicated entirely to housing the merchants, diplomats, assassins, exiles and all the other scum that either can't exist in one country or whose entire existence is based in going from one country to another country. Sometimes these micronations are island based, other time they're thriving metropolises situated at the border of one empire and the next heavily defended and financed by their ability to actually conduct trade openly.

everywhere else is cartoony racism though.

You know what? Just because you asked such a stupid question I'm going to say no.
Cultures suddenly stop at political boundaries and people across the street have dramatically different histories, aesthetics and cultures. Even climate and ecology will dramatically and abuptly change.
And there is no spexchange of ideas across those boundaries, everywhere within the boundaries are deeply rooted in the culture as if they were in the heartland or capital regardless of their actual geographical position.

Although I'd contend that most medieval Celtic-inspired fantasy draws more from wank written by neopagans and wiccans in the 1970s than it does from the original source material, which is metal as fuck.
