I think the problem with these kinds of scenarios is people are used to DMs giving them threats in random encounters they can reliably defeat. So nobody bothers to be too careful because whatever killed the dead body is just a bag of xp and loot that will appear soon.

Europe has a lot more terrorist groups than America and have been trained accordingly. From communist militia to kosovo liberation arm to IRA to neonazi's and many more. Islamic terrorism is pathetic and tiny in comparison.
