Savage Worlds for a high-action game. Use the Fantasy and Horror companions, especially the Horror one for stuff like paranormal investigators, silliness like silver nitrate rounds, more spells, the ability to play a werewolf etc.

There are a number of options, but they're all going to need some juggling. As for bad art, blame the saturation of "romance novels disguised as urban fantasy" in the book market. Makes it damn hard to find anything new, too.

That's like 75% of "urban fantasy" these days, all infested with colored-hair sjws and their unacknowledged feminine longings in prose form.

I get my "Urban" and "Fantasy" fix from Shadowrun. It's not what you're looking for, but it lets me shoot warlocks with shotguns.
