What kind of base strength do you need in 3.5 before you're officially I AM THE FUCKING STRONG?

Play-another-game str.
D&D's str is uncapped and as such you're never the strongest (or have a relevant strength since sheer stats are useless for some reason).

If you subscribe to the view that nobody has ever made it above 5th level, then 19STR makes you the strongest that ever was.
Human elite NPC array is 15 14 13 12 10 8, +2 racial, +1 level gives 18 STR as the strongest human ever.

Why would you subscribe to that view? For what reason?

What is a cancer mage.
A miserable pile of lies and secrets.

Isn't 18-20 the natural maximum for a human in DnD terms? Like, an Olympian level athlete would have 18-20 in physical scores based on their sport of choice.

Yeah, but that's the realistic ceiling, and you're playing a fantasy roleplaying game.
