They can use the regular TE's Donkey Punch (model exchanges all attacks in a round for a single S10 AP1 attack, usually hilarious if a challenger doesn't have eternal warrior).
And if you manage to take Celestine in an allied detachment, you can /maybe/ get a S:U AP3 blade that can become +2 AP2 if they pass a leadership test.
It's iffy, though, because you gotta replace a melee weapon to use it, and unless you count inbuilt generic "close combat weapon," they don't have one.
Still a Tau Crisis Bodyguard bomb with Farsight, a Fusion Blade Body Guard, Donkey Punch Body Guard, Blade of the Worthy Commander, can be made quite tough as fuck. A very, VERY expensive Tau melee crisis death star is often surprising, though.

Eh, Forgeworld was pretty good about adding to the Craftworld Hosts Decurion with some of their units to throw in Shadow Spectres and the like. I wouldn't be surprised if they put out a quick datasheet to clarify some of this stuff.

Lord should probably go with a Warp Talon squad so as to not overlap with Fear, and to get him into combat quickly, while the raptors may prefer to sit back and shoot sometimes.
I'd skip on some of the close combat weapons on noise marines. They tend to be a bit of a waste of points, and you can't take them with a sonic blaster anyway due to how it's written.
The Icons might also be a bit of a waste on smaller squads like those, unless you stick a lord with them. Consider a 10 man squad with 2 blastmasters and an icon to sit back and shoot without a Rhino, skipping on some of the CC and icon upgrades on the other squads to get more bodies for them as well. You can potentially skip on blastmasters in the 5 man teams as well in order to save points, as they often want to shoot different things than the sonic blasters.

I might say to skip on a squad of Talons to help save points, though I have less experience with them overall.
Skipping on CCW is something I would say to do regardless, unless you intend on it being a super-cheap CC noise marine squad just to fill out the formation, which might be an option. Holding off on Blastmasters can also help make Icons of excess more efficient. Consider that the 34 points on both of those can basically buy you 2 more marines.
You don't need to give all of the squads transports. Instead, I'd focus on what you want each Noise Marine squad to be doing and shooting at. Blastmasters are versatile, but excel at long range support. Sonic blasters can be good on the move, but want to bunker down somewhere with enemies nearby. Close combat weapons work well with a doom siren, but you can't charge with salvo and you don't want to tie up a blastmaster in CC.
My advice is essentially to not see your Noise marine squads as a single type of unit that all has to be kitted out the same way. Think of the various ways you can customize and specialize them, as if they were different unit entries entirely. There's a lot of ways to build them, but that doesn't mean you need to take all of it at once.

Well, I won't disagree that the Bloodsecrator naming convention is abominable. Bringing that to 40k would suck. At least lay a figleaf of inventiveness over what you're doing. Orks and Tau are very active out there (well, Tau are exclusive to out there), and there's a good deal of Necron kingdoms out there as well, perhaps the Silent King, too? For Orks, Ghazzy at least is probably going to head towards the Eye, so that might bring him out of the equation for the EF. Also possible there's Orks he hasn't gathered that are mustering out there.

If you actually want melee, then yes, bad idea. 7E has made it extremely difficult to run melee lists, and most of our melee units have gone to shit. We only really excel at speed and range. Reavers are one of our best units, as are venoms full of trueborn with x4 blasters. Incubi are our best codex melee unit. However, the Haemonculus supplement has gave us a few strong options, so the talos and grotesques are also viable melee units when running a detachment. Hellions, wyches, and beastmasters are all shit unfortunately.
At least we passengers can fire from jinking transports again though, making us marginally less shit.

I tapped it up around when jinking transports were nerfed, putting dark eldar next to orks as the worst factions in the game. It was a support-group type effort.
All joking aside for it, that list really isn't all that great. It's ridiculously fun, but the first landraider you see will ruin your day. Also, 20 kabalites pumping out 40 shots at close range still only nicks 4 marines or so - or 2 termies or 1 centurion.
I can't really give any tips though. The Dark Eldar are a huge army, with a lot of different ways of playing them. I alwaysthought of the DE as one big edge fest and hated them, but when I went through the rulebook for the first time to check something, I really fell in love with some of the units, found the fluff to be over-the-top fun in the same way orks are, and slowly eased my way into liking everything. Really familiarize yourself with the rulebook and figure out how things interact with each other - then build a list around a certain theme with units that support it. Deldar can make a fear-based army, it can go infantry spam, it can go entirely airborne, it can be beefy, it can be fast with great range, it can even be melee - but trying to overlap goals will hamper your army. You need a focus and to build around it and splice themes only to support weaknesses.
You can make a wych cult army if you wish. It won't be easy, but we do have the tools to make it happen. Raiders will get your girls there or/and die trying, and if they get to melee, wyches make some of the best ablative wounds to your real melee unit, who has some AP weapon. Beastmasters can be taken as single-model, 10 pt units that move 12" at a time and can eat a bad overwatch for your girls when needed. And so on.
Just know that our "universally good" units are trueborn with x4 blasters in a double-cannon venom, reavers with caltrops (and a weapon of choice), and incubi.

Some things of note: if you are going infantry heavy ("as a roight propa orkon should," for example) a chronos with spirit probe make your dudes a fair bit tankier, making them FNP 4+ when the going gets good. Even without infantry, a probe chronos makes a great Distraction Carnifex that'll absorb a lot of enemy fire for you for cheap.
If you want coven stuff, look into the supplement. It will really give all your coven units a real edge that makes them very worthwhile. Grotesques are very strong melee units that can take a few hits, and covens reaffirms that. The x5 talos detachment is one of our strongest. The talos in general is one of my favorite models (the old scorpion one, at least) and I always grab a couple even I'm not taking the detachment, but the detachment is good.
Our bomber is generally regarded as not worth it, but the jetwing fighter is. That's our go-to flyer.
Scourges are usually our anti-tank unit, but despite wearing carapace armor, they will almost always die T1 as your opponent realizes that too. Jinking blasterborn do their job better. You can also consider running vanilla scourge for lots of splinter shots that may sufficiently distract your opponent, if you feel your lacking on splinters (most lists aren't, but it's a valid fill-in).
Don't take wych weapons. If you do, only take hydra gauntlets. Regardless, wyches do little damage in melee, but they make for fantastic shields for your agonizer-wielding hekatrix or glaive succubus, who will make good work through your opponent.
Don't take hellions.
Don't take mandrakes unless you absolutely love them.
Kabalites in raiders with splinter racks are a good way of putting out reliable splinter shots (if needed).
And finally, and most importantly (to me), IF AT ALL POSSIBLE, make sure that NO ONE TOUCHES THE GROUND. Everyone flies. Everyone hovers. If your wearing boots, those boots are in a transport. Not only is this for maximum style, it is critical for everything you do.

Oh, I forgot to show you what 20 splinter rifles looks like against a variety of targets. It's... effective, but not overwhelming by any margin.
Lastly, in the classic question of "disintegrator or dark lance?", it depends entirely on what your lacking in. If you are lacking anti-tank, or lacking any long-lasting anti-tank, lances are your go-to. You can't go wrong with more lances; you can try, but you can't. However, disintegrators do everything else better, especially against those high AV targets that splinter weapons struggle so much against.

There is no best - only a best in a given situation. A vanilla LRBT is probably the most universally useful, but perhaps you want one that fits your anti-tank needs, or one that melts high armor infantry with plasma, or what have you. It fills niches. Also, Pask/tank commander russes work entirely differently and they too have specialized roles - like punisher pask or plasma pask.
The only thing that can certainly be said to avoid is taking sponson on ordnance russes. The LRBT and demo russ both can only fire snap-shots with their other weapons, so don't waste points buying sponsons. Especially don't get plasma sponsons on a demo russlike I didas blasts cannot even snap-shot, making it less than useless.

Best is a hard one to choose. They each are good in certain situations.
- Vanquisher should only be taken for a Tank Commander or in the Armored Fist/Steel Host formations. Pask also does well with the Vanquisher.
- Exterminator is good any time, especially if you add extra weapons to it
- Eradicator is good and cheap, and a good tank to add extra weapons to
- Punisher is a little weak on its own, but very strong if you use Pask with it. It can also benefit from extra weapons nicely
- Executioner is very strong, but a death sentence unless you take it with Pask/as Pask's buddy/with the Steel Host/with an Engiseer/Psyker using Prescience on it
- Battle tank is very okay, but being Ordnance it's not worth taking any extra weapons on it, so at 150 points, it's rarely that worth it
- Demolisher is very strong despite being Ordnance. It's expensive, but it can earn the points back. The biggest drawback is that it's going to be targeted first
I would say the two Lemans you can never go wrong with are the Exterminator and Eradicator. They're both good, without being notably great so they won't often be priority targets, they are effective and they are cheap points wise. Next I would say Demolisher because it's a notable threat and powerful. The rest are situational, but strong if used properly.

My local meta doesn't really seem to have a lot of vehicles. One guy runs GSC and takes some IG stuff but other than that and bikes/jetbikes I haven't seen a lot of moving armor.
Those Terminators are just there because I have them, so if vehicles become an issue I can always pull them out for replacement models and have almost 200 points to use for dedicated anti-vehicle stuff I guess.

Venerable dreads are meh for the price. Drop them to normal dreds, and if possible equip one for long range support dakkadread and the other with just a multimeta and give him the drop pod.
Alternatively make both of them ranged focused.
The tactical squad in the drop pod needs better weapons and to be mim size. Meltagun and combimelta to drop next to objective or enemy armour and take it out.
Use remaining marines as back field fire support/objective campers.
Teleport homers on rhino squads to guarentee termie teleport where most needed
