If dragons are so long lived then they ought to have extremely old accents from whenever they learned the common or (insert language here) but would a dragons speech, even in the same language, on average be so old that it cant be understood?
i mean except for red dragons, no one can understand the welsh anyways.

What do you think draconic is? Back in the day it was common.
This is also why old scrolls and spell books are in "draconic"

accents can and do change depending on the surrounding accents.

All dragons have a Canadian accent instead.

I like to say that draconic is natural to dragons, fully formed in their minds at birth. As such, any other languages they pick up will have a similar draconic accent, and they find speaking them various levels of contemptible. They'd definitely carry some forgotten vocabulary and phrases in them, though.
