Plasma sipho... nevermind. Use cover, a LOT of cover, try to get his psykers. As a guard player there is one thing that kills the executioner, namely killing the psyker. Cant reroll the ones. Try using some AT too, it never hurts. Nurgle Melta bikers are really good for that.

Play Alpha Legion and infiltrate melta chosen everywhere
Take helturkies and use them to remove all his supporting units while being invulnerable to plasma cannons
Place everything in a Rhino or Land Raider, preferably inside a CAD, so you can sit in far more secure metal boxes and contest objectives
Hell, Maulerfiends might actually make a great counter here
Or some combination of the above

Without divination buffs an Executioner actually stands a higher chance of stripping a hull point off itself than off almost any other vehicle, so most mech lists should counter it.

I use few different sources of Preferred Enemy with my Excecutioners. Much more harder to get rid of.
