Is there any specific program to do these?

Because all deckplans I see are designed uniformly.

Figure out how many squares it covers, divide it by 2, and you have a rough guess at how many dTons the ship is. From there you can slap in a power plant, maneuver drive, engines, and weapons, until you have something that roughly matches it.
I really wish people would include some stats with their deck plans, and a note on what shipbuilding rules they used to get them.

Looks like they come from this guy:

No sign of any stats there, it looks like it's just a guy who likes to make maps.

If anyone wants to figure out an estimate of how many squares this thing takes up, I'll see if I can't build some stats for it.
