Pretty much any monster could have use as a weapon of war in large numbers. Just set up a factory farm and breed them in mass, then release some in enemy territory. You just need to figure out a way to safely keep them until it's time. Or have plenty of disposable workers to take care of it.

A necromancer is a highly sophisticated food magnate who specializes in distributing delicate meals of exotic creatures, and, unbeknownst to all, keeps a steady basilisk ranch that he harvests by summoning ghouls or ghasts to do his bidding - which are creatures immune to the danger posed by basilisks and also highly efficient workers themselves.

Whether he breeds them or uses your favourite brand of Summon Monster or perhaps has some sort of a Basilisk Pocket Plane that he pulls this shit out of is up to you.

Low level characters might have an adventure where they find out that there's, in fact, a necromancer robbing graves all over the place to maintain his ghast/ghoul army, investigate leads that go to that place, and when they find out that shit hits the fan, now they either have a
1) thing to report to the authorities that they will either acknowledge with a "well, what can you do, he's pretty fucking powerful" or turn out to be corrupt and in fact will force PCs to pack up
2) a nice ghoul-infested dungeon crawl through some crazy breeding grounds
3) a promise that some day they will confront this McDonald Necromancer and fuck his shit up

He'd need a small army of clerics to purify food/drink. Undead and foodstuffs are not entirely mixable otherwise, considering bacteria and shit.

Or, hell, I used to work in a cheese factory and we had to look like some beekeepers in those protective uniforms. Maybe it'd be easier to give a couple of undead clothes like that.

It would be entertaining, in some L4D2-esque way, to see an army of ghouls looking like these guys.
