To be fair, Yamcha held his own in the other world training against Olibu after everyone got killed by Majin Buu, and Olibu was Super Saiyan level strong.

I'm also a big fan of the card game which is great for comparative purposes when it comes to power levels as they stopped using actual numbers halfway through the Namek saga. Yamcha topped out at the same as Frieza pre-Revival of F in those.

The best explanation for the Androids is that they all do different things. Like its a point system and you could only manage so much. The strongest purely mechanical being he could create couldnt have an advanced an AI and generally had the same problem as Android 8 and didnt really wanna fight anything. 17/18 may be little more than batteries for his ridiculously complicated decade long ultimate lifeform and were a middle ground that needed partial biological parts to work The weaker energy absorbing androids were what he went with in the end when everything else was too unwieldy and worst case scenario hes got 17/18 on ice for Cell to eat in a few years
