If Tyranid wanted to consume starting with galactic borders and slowly covering it from side to side would have been much easier and more effective. By the time galactic occupants noticed that something is wrong it would have had enough mass in fleets and armies to just roflstomp them.
It's much more likely that all the fleets and armies are just one of his scout splinters that entered the galaxy to assess what can be found there. It's hard to say if main intelligence even completely aware about what is happening or maybe occupied by some other concerns.
