So who owns the the board games that FFG made with the GW licenses? Could GW print these themselves theoretically?

They can as seen with Silver Tower.
FFG reprinted a Dune boardgame with their own IP but the same mechanics when they lost that license

The game rules are owned by ffg, the characters and setting are owned by FFG, so like >>50953178 said, they could remake the game with a new IP skin if they want.

Silver Tower (and more importantly, Heroquest, since Silver Tower is made under its banner) is not an FFG game.

How is it that Chaos in the Old World is amazing, Forbidden Stars is really, really good, while that talisman-like thing set in 40k was somehow even worse than talisman?

Sometimes you phone it in to make a quick buck. I'm willing to bet they already had most of the art assets from the other products, and they already had the rules.

Relic was way better than Talisman. The exploding dice and the fact you couldn't fight other players meant it was harder for one player to pull ahead and just stay ahead.
