Indeed they can. This goes into the overall question on how you take ye'olden villages and gradually add changes from advances in technology.

I imagine this would be harder to do in some rural village then say a city/castle town perhaps? Perhaps you only have the riches few of the village who can afford to have a generator powered by a bound lightening elemental before the government gets around to laying to infrastructure?

Regarding the image, it should be noted that chain does a horrendous job of protecting against bullets, as it has a tendency to get caught in the resulting wounds when punctured, and/or fly every which direction as dangerous shrapnel causing further injury to the wearer.
