If you saw a fighter with this loadout, what would you guesstimate

It's a mixed bag. Full plate implies the fighter's been adventuring long enough to afford the high prices, but no sign of magic weapons on a high-level fighter seems strange.

Some of those weapons could be magical. The sword marked 12 in particular is probably at least masterwork (Or fluffed equivalent if that's not a mechanical consideration).
I'd say this guy is at least level 5 in any particular edition of D&D or its clones.

I'm going to say somewhere between 5-7 as he looks like he's starting to skim the hard-cap of what can be accomplished without magic and is beginning to breach into supernatural empowerment.

He's has 2 visible magical accessories and what looks to be an exceptionally enchanted sword- all of which no doubt give him considerable supernatural power.
He also has a full suit of plate armor and although it isn't explicitly state- I wouldn't doubt it if one of his extra weapons was lined with silver.

Enough weapons to have seen some shit and needed to counter it, rich enough to have plate, sword looks magical, necklace looks magic but the cheapest of those are obtainable at like 2 or 3 though it looks a step or two above that.

Biggest problem is he doesn't have a ranged weapon.

In most D&D editions I've played I would go with at least 5 or 6, which is about the last level that somehow still feels "real" to me, but also the level where most of our fighters were able to pay for such a shitload of equipment.

By Level 12 or somesuch we would have found armor bracers or such crap, which let us drop the heavy plate.

He's tougher than he looks. He's got lamellar over chainmail over a gambeson-equivalent. He must have spent most of his money on his armor (reasonable choice, all things considered), since he's packing an axe and a spear (both generally seen as a poor man's weapon). However, he certainly didn't skimp on his shield, since that thing's got plenty of metal to reinforce the wood.

Overall, lvl 16ish adventurer that's hasn't upgraded his weapons because he's more focused on survivability.
