I try to minimize distractions such as cellphones as I find those things break attention the most. I have yelled at people for playing their 3DS at the table. If they just tangent for no reason they might be there for more social reasons than game reasons, which is rude to you who organizes and runs the game. Of course sometimes the game I run just isn't engaging and there is nothing wrong with asking why they are not engaged.

My brother actually legit has ADHD. He's one of my best players.
But I do have a bell like you would see in a hotel lobby. The group has an understanding that if I ring it they get back on track.
That may only work for me because we are related so we can be shitty to each other but stay friendly a whole lot more.
