Depends how it was costed. If you play a combo deck and it's cheap enough deck thinning is always good.

Literally any card game in which there are cards that enable lockouts/assured win conditions.

Unless the cards themselves are resources, there's no reason to NOT run with this, and very few games do the cards-as-resources thing well, since it's generally extremely unfriendly to kitchen sink play, where people are going to be playing with unreliable decks.

Mtg has mishras bauble which costs zero mana lets you look at the top card of a deck and then later draw a card later which is very similar to Jar of Greed since you need to play the trap card in your turn and typically wait until your opponents turn to draw the card.

There are a few free or near free draw a card spells in mtg and combo decks only run them is they also syngergise with the deck e.g. street writh in living end or mishras bauble in a variant of delve when it was new

Almost every game, unless you're limited to say, 1 action per turn.

Also, in the example of Jar of Greed it wouldn't be good if you're running shit like Jinzo. So you would have to make sure your cards don't have anti-synergy with your cantrip cards.

Also Jar isn't instant speed per se, as you can only use it after you set it.

If Jar of Greed was a Quickplay Spell Card it would be an automatic 3 of in every deck. There would be no deck not made better by 3 Jar of Greeds.

Interestingly, Magic did basically this with a large portion of several early sets. The cards weren't costless like Jar is but the extra draw was probably only considered to be worth a half or a quarter of a mana. Compare Clairvoyance to something like Peek which is nowhere near "good" but does the same thing without the slow draw.

You're just making the minimum deck size smaller.

Things that have meaningful downsides and cycle in MtG are used to good success in certain kinds of decks, so it'd probably be neat.

In YGO you'd see it run a whole lot, considering how popular Upstart Goblin was as a Spell Speed 1 Draw 1 with a downside.

Jar of Greed isn't costless anyway. It costs a Spell/Trap slot. You couldn't play it if your slots were all full.

This is an even more nerfed version of Urza/Mishra's bauble, and it's STILL popular deck-thinning in any deck that runs blue, because it makes decks gofast and hunt out their win conditions.

The hand seeing is relevant and, more importantly, it's a sorcery.
Also drawing a card right away means you can use the card on the same turn.

Probe is way better than Bauble. The information is huge, and its interaction with Snapcaster/Delver/Young Pyro are significant.

You actually get pretty nasty reliability issues when your ratio of draw to content gets too high, mainly because if you get a starting hand of half your combo and three free draw-one cards you have no damn clue if you're golden or in the shitter.

Opportunity cost.

You can't activate traps the turn you set them, you don't get the card til next turn.
Jar of Greed thins your deck, but you have less immediate options.
It's also vulnerable. And a dead draw if all 5 spell/trap slots are in use.

Netrunner, since the action "play a card" has an inherent cost aside from costs on the card, and the same cost can be spent to draw a card without using another card.
