Because getting gold to look good takes more work than most people are willing to put into a full army. Or at least that's how I feel after doing one guy like that.

The only mainstream chapters that make heavy use of gold are Blood Angels (and successors), and even then all-gold armor is reserved for Sanguinary Guard and Chapter Master, who are explicitly compared to Sanguinius.
