have a revanche of the prusso-french war, plus ambitions in italy if not allied. There would be less calls to traditionalism as a whole and more to the revolutionary tradition and extreme french nationalism. Kraut genocide, and the attempted re-settlement (annex) of england and maybe britain proper.

france, at the start, will be less industrialized than germany but have much stronger manpower.

france, assuming they lose, become like the weimar republic post war. germany still gets split by allies because it is the industrial center of europe. backlash and the soviet cold war ensues.

Well first things to do is figure out why they are fascist.
Did they loose world war 1, and loose more territory to the Germans, I would suggest Belgium and Pas-di-Calais getting gobbled up in that case, and having the Germans also usurp the crumbling Austro-Hungarian Empire, and probably biting off a healthy chunk of Western Russia, including the Baltic states, to make a new Poland in that case.
France would be in a tough spot, as this would allow Germans to keep Paris in constant threat, the Germans would be having a hard time holding down all these territories and be suffering from a lot of bloat, they would probably put nasty limitations on France similar to Versailles, athey would probably leave the British alone but would gobble up French and Belgian colonies in Africa, the Ottomans would eat up North Africa.
The French would probably move their government somewhere safer so the Germans can't walk into it as easily, and they would be very susceptible to Revaunchism having lost two major wars and being humiliated again by the Germans.
By having this happen you would see a France that is putting everything into its military to try to be equal with the Germans so they can reclaim their territory.
The biggest question mark would be the British and the Russians in this situation, the British would be very sour if they lost Suez to the Ottomans, this could also lead to another Rebellion in Egypt against the Ottomans. And this would raise the question of post-war Ottomans and Germany, if they are on good terms the British may be pro French, and help support them, if the Germans and Ottomans look about ready to kill each other over the Balkans the British would want to maintain better relations with the Germans.

The Russians would see a huge change in their Civil War most likely, without a doubt the Germans would do something to meddle in it, probably support Finlands independence and setting up their own Russian Government in Western Russia similar to how the Siberian State was in OTL.
Depending on who wins this war, if the Communists win, they will probably side with the French as they would want to retake the lands that Germany took in Poland, and retake Finland, if the Whites win it would probably be similar, and if the German puppet state wins the French would have no support.
Italy would be pro German most likely and have not swapped sides, meaning they would probably retake their Island from France, which if you use the Pro-Napoleon idea that the other anon suggested would be a massive sore spot as that is the island Napoleon was born on.
Also depends on the year you plan to have it analogous to, if it is the early thirties it would be them coming to power and trying to revive the nation, mid thirties would be characterized by the Spanish Civil war which unless there are large changes the Fascists would win again especially with French support, even more so if the British help, but that is really dependent on how their peace would go.

You would probably not see an analogue to the holocaust, as the French at the time did not have large populations of people to do such things to, the closest thing might be a religious based persecution such as Catholics persecuting other religions.
And if war was to break out you would not see it like the German invasion of France, you would probably start off with France invading Italy, Germany declaring war, and then having uprisings in Pas-di-Calais, Belgium, Hungary, and the Baltic states that the Ottomans didn't eat Austria would have before becoming part of Germany.
Russia may be in on this or may stay out of it depending on how things look for them and who is in charge, if Stalin rises to power again he would probably try to push against Germany with Frances help, since it would give him the gateway to Finland and Poland as well.
The Ottomans would likely declare war against the Italians and might even aid the French, which would open up a Balkans front, and they would probably aim to retake Libya from the Italians, this would put the British most likely with the Germans unless they already threw in their lot with the French, Germany would be big and imposing but would be stretched very thin.
The French would probably be able to strike fairly far into German Territory in this kind of scenario, and would be pretty well off at home, especially if the British are on their side and thus allowing trade. It would not be like the Blockaded war years Germany, especially with Spain right next door remaining neutral and being a friend to funnel trade through even if the British are against them.

But without knowing when it is set, and what caused it it is hard to tell you exactly how it would turn out.

I'd start by looking up actual French fascist and right-wing extremist groups during the post WW1 period for starters. The French far-right groups were heavily split between those who followed Italian fascism, German Nazism, and French nationalism. You're still going to be stuck with a nationalist, revanchist, reactionary political group, but being French there would be a strong anti-parlimentary, counter-revolutionary, and royalist tone to the government.

You should also note that there were several other successful fascist movements in Europe aside from Germany and Italy along with fascist governments in South America that you can crib from.

Antisemitism was pretty big in France, especially amid the far-right. It might not have been death camps and mass graves big, but it was there.

Tone down the racism and antisemitism compared to Germany (same if not less than Italian fascism).
Diabolize the bolsheviks and the socialists.
Add paternalist overtones and a big religious renewal.
Intellectuals are shunned upon (and suspected of being agents of Moscow), artisans and peasants are glorified. Especially the peasants.
And copy Vichy France.
You can also take elements of Gaullism, that was as fascist as you can be when you have an armed communist party that represents 1/4 of the voters.

Also, you can have a monarchist fascism in France, which insn't something I've seen in other countries.

I'd take an interwar starting point.
Successful coup d'Etat of the Leagues after the 6 February 1934 manifestation.
France becomes way more aggressive, rearms massively, courts Italy and participates in the spanish civil war on the nationalists side, if unofficially.
Strongest ties with Poland and Czechoslovakia, to counter Germany and the Soviet Union.
Very repressive regime, to counter the socialist/communist movements.
Attacks Germany as soon as they they invade Bohemia.
If everything goes well for them, you have a cold/open war between a french alliance and the soviet union.

Btw, there's a nice alternate history comic about something similar: Three issues of the Jour J series (Omega, Operation Charlemagne and Twilight of the Damned), with a war between France and the UK in 1942).

Even better, a strong relationship between fascist France, Italy, and Austria opposing the expansionist Nazi Germany and Soviet Union. France, Italy, and Austria heavily support Czechoslovakia, Poland, and the Baltics to box in Germany and counter the Soviet Union while Germany courts the Scandinavian countries, the Balkans, and Greece.

That makes absolutely no sense, also that would lead to a war of Germany vrs France, with the United States and England as fence sitters, as Churchill and Roosevelt were both staunchly antifacists, the English getting involved against whoever invades Belgium first, probably preemptively sinking the entire French navy still.
Hell Italy was an expansionist fascist power, look at their policy in the Balkans.
It would take a serious shift in fascist Italy and Austria to make this even feasable.
Also a coup in France would not just leave Fascism in power it would lead to a situation similar to the Spanish civil war especially with the number of communists that wound up in the government.
Unless you some how hatch a plot where the entire government is killed in one fell swoop and no one cares enough to resist it. The Nazis took power legally in Germany by altering how the laws worked by gaining popularity among voters. If you have a coup or a revolution it will largely alter the nations capabilities and generally make them much weaker for a time.

Because the french facists opposed it IRL since they were wary of Germany regaining power?
Also the alliance treaty between France and Czechoslovakia, and the break of the earlier Munich Agreement in any case.
